SumDU scientists have developed the GenPlan online tool based on artificial intelligence, which analyzes key documents of local communities. The service assesses the extent to which gender and inclusive approaches, as well as needs of different population groups, are taken into account in documents.

On 9 March 2026, SumDU hosted a strategic session entitled “Integrated Gender-Sensitive Community Recovery: Data Analysis and Scenario Planning Tools”.

The event was attended by SumDU representatives, structural units of the Sumy Regional State Administration, Sumy City Council, public organizations, and experts.

Participants tested GenPlan capabilities. Tool principles were presented by its developer, Borys KUZIKOV (associate professor of the SumDU Department of Computer Sciences). He demonstrated how the service analyzes strategic documents of communities and generates recommendations for their improvement.

GenPlan operates online: users can upload a strategic document (program, plan, or community development strategy) to the system and receive a detailed analytical report.

The tool:

  • Determines whether the document takes into account needs of different social groups;
  • Analyzes application of gender-sensitive and inclusive approaches;
  • Provides recommendations for improving the document;
  • Offers sources of relevant data that can justify strategic decisions.

The service can be useful for preparing or updating community development strategies, socio-economic development programs, and other management documents.

The tool was developed as part of a project by the Center for Public Initiatives “Intellect of Sumy Region”. The service is currently being tested, and its full launch is planned for the end of March.

Andriana KOSTENKO (project manager and head of the Department of Psychology, Political Science, and Sociocultural Technologies) notes that the tool will contribute to more comprehensive community development planning.

In the war context, development strategies and recovery programs must take into account various scenarios. That is why the project envisages the use of scenario planning approaches in the development of such documents. It comprises issues from humanitarian response to stages of early recovery and sustainable development. It also takes into account needs of different people in relation to their life situations. GenPlan will help in this.

Participants had an opportunity to test the tool. Discussed results. Exchanged views on practical application of the service in strategic planning for economic and social development of communities.

About the project

The event was held as part of the project “Integrated Gender-Sensitive Community Recovery: Data Analysis and Scenario Planning Tools”. It is being implemented by the Center for Public Initiatives “Intellect of Sumy Region” under support of the Norwegian Government through the Norwegian Ministry of Foreign Affairs.

The project is being implemented by the Ukrainian Women’s Fund in consortium with FOKUS (Norway) and the La Strada Ukraine NGO.
