Within the international Erasmus+ CLOUD HED project, recommendations have been developed for higher education institutions to ensuring stable operation of universities in crisis or unstable conditions.

The document was developed by the project consortium, which includes WPZ Research GmbH (Austria), the National Agency for Higher Education Quality Assurance (Ukraine), SumDU (Ukraine), Cardinal Stefan Wyszyński University in Warsaw (Poland), Riga Technical University Rezekne (Latvia), and Ben-Gurion University of the Negev (Israel).

The recommendations cover key areas for development of university activities under challenging conditions. In particular, the document addresses issues of effective management at higher education institutions during crises, organization and adaptation of educational process, student support, and improvement of technical infrastructure.

Particular attention is paid to implementation of cloud technologies, flexible educational programs, and digital assessment tools. It ensures continuity of learning and raises universities’ resilience to contemporary challenges.

The recommendations were prepared in English and are available in the public domain.
