SumDU and Sumy City Council are joining forces to develop digital governance, implement modern technologies, and improve quality of public services for residents of Sumy community.
The corresponding agreement was signed on 15 October 2026 by Vasyl KARPUSHA (SumDU rector) and Artem KOBZAR (secretary of Sumy City Council).
The goal is to combine the university’s scientific, educational, and IT potential with the city council’s practical experience to develop modern digital solutions tailored to needs of city residents.
“The university is an important part of Sumy community and makes a significant contribution to shaping its intellectual and human resources. For example, 85% of doctors in Sumy’s medical institutions are SumDU graduates. And this is just one example of our impact on the city life. Systematic cooperation with the city council will make it possible to channel the university’s scientific and digital achievements even more effectively for community benefit,” – noted Vasyl KARPUSHA.
Artem KOBZAR highlighted the university’s active role during wartime and confirmed the city government’s readiness to support joint initiatives and facilitate implementation of SumDU projects.
Nadiia SYTNYK (head of the Digital Transformation Department at Sumy City Council) presented the community’s digital development plan for next three years and invited SumDU experts to join the relevant working group.
One of the first steps in this collaboration was a community IT audit conducted with SumDU participation. Moving forward, the university will provide expert assistance in analyzing residents’ needs and assessing accessibility of public services.
Yurii VOLK (dean of the Faculty of Electronics and Information Technologies) presented a joint project with University of Liverpool titled “Building Research Partnerships in Emerging Digital Technologies for Societal Resilience”. He also outlined prospects for preparing grant proposals with British colleagues under the Horizon Europe program within digital community development.
Andriana KOSTENKO (vice rector for scientific and pedagogical work and humanitarian issues) and Andrii PIVEN (head of the Center for Computer Technologies) joined discussion on further areas of cooperation with city council.
The synergy between the university’s scientific potential and the city council’s administrative experience will contribute to digitalization of urban environment, improvement of services, and enhancement of community resilience.
